Phelan Ridge HP is the high point of lengthy Phelan Ridge. It can be reached by driving up the Ridge Road/FSR-020 from Williams Creek Summit to its south. USGS Leesburg

Access

From Williams Creek Summit, drive north on the Ridge Road/FSR-020 for 7.8 miles to the obvious, semi-open ridge crest of Phelan Ridge. The road crests here. Park in a small pullout along the road here.

Drive to Summit Area, Class 1

From the road crest, walk around a bit to satisfy yourself that you have stood on the high point of Phelan Ridge HP. There is a forested area to the right/east and a logged, open field to the left/west. As the USGS topo map suggests, FSR-020 seems to cross the high point. I could find no other credible point or hump that is higher.
